I don't believe so. ThermoPro does have a website you can check, however, and even email them and ask, or else make a suggestion.

Does this have to be plugged in to work?

No. But it has an internal rechargeable battery that will need to be charged periodically. In my experience it will go a long time before needing to be charged. I charged it when it arrived and the battery indicator still shows fully charged after a few months.

Is this built well enough for outside use (garage door placement) or will drastic changes in temperatures ruin it?

I don't think so. It is not designed for use outside the dwelling. Note the other inside/outside model with an outdoor sensor component and the indoor unit with display. Keep in mind that even for the indoor/outdoor model, the outdoor sensor needs to be located where it will be shielded from precipitation.
