It’s says refillable? How ?

The canisters are plastic and the bottom comes off and you can re fil it with tissue

Do these have anything in them or are they just paper?

They only have tissue. You can refill them as well. Great size for the car.

How do you refill them?

I don’t refill them I buy new ones. That way the outside is clean and they’re properly inserted into the tube. Treat yourself to new designs too.
