will it fit in airplane carry on space?

Not really. If you pack it to the max then the top bulks up and it won’t fit. I was forced to check this back on multiple flights. A small hard case would be a better option if you want to carry on.

How many liters does thus bag hold?

Hi Taylor. Well, I'm not going to try to fill it with water to answer the question. What I can tell you is this is the third High Sierra case I own. I have a larger and smaller. I really like this size, it fits everything I need to bring for a multi week trip. The only thing it's missing is the ability to become a back pack. Their larger one does have a zipper on the back that revels back pack straps. If this is important to you, check out their larger rolling bag.

Could this bag be used for an emergency evacuation bag?

I returned the bag but it would be too large for most e.ergency evacuations such as from an aircraft or boat.

I see that this is carry-on size, but will it fit under seat in economy if not overstuffed? Want easy access & can't reach overhead bin!

The bag I purchased is not a carry-on. It would definitely NOT fit in the overhead bin or under the seat, it's for the cargo hold.
