How do these compare to the 48 count Dollar Tree forks?

These are heavy duty, not flimsy

are they all dumped in a box or is there any inner packaging?

The only inner packaging is a plastic liner/bag (like a trash bin). So you could lift them all out of the box by grabbing hold of the bag, but other than that, they're just dumped in there.

Is the item sold in the 1000 pack solid black? From the picture it looks like there are lines down the handle

All black. it's likely just the angle of the light in the photos reflecting off the grippy lines.
