Is the height 36" with the wheels or without the wheels?

It's 36" floor to top with the wheels.

If you leave off the spice rack and towel holder, are there holes there? Or can you plug them up with something?

We would recommend to install and use the spice rack and the towel holder for complete utility of the product, and incase you do leave them, you may not be plug them
