Can you stuff these and use for a pillow ?

I don’t see any reason why you couldn’t stuff these, after all you’re stuffing a pillow into the casing. Perhaps this is a joke question??

Does this protect against bed bugs?

These are not designed to protect against bedbugs. They're just to add an extra layer of protection from dirt, grease, and fluids. I put them on all of my pillows and wash them every few linen washings.

Don't remember the thread count, if I ever knew. All I can tell you is that the protectors are very soft which is indicative of a high thread count.
