Yes, will work great, assuming the rubber mulch is not bigger than a couple of inches per piece.

Is it sturdy enough to sift apple-size rocks from dirt

The rake is not stiff enough to get into anything other than the loosest of dirt. And then I would not count on more than one apple-size rock. These tines are not as strong as a pitch-fork, so I would not be planning on throwing the rock anywhere with this plastic rake.

Will it work for horse poop

Yes but it's not like a pitch fork.
