does the sheath have a belt loop?

Yes, it is sown onto the sheath. I used this knife to install a lot of R-23 and R-15 rock wool simi ridged. It worked very well. I never used the belt loop but it is there.

Cut open cell (seat cushion) foam material?

I believe it would work great for that, It was amazing for cutting insulation, I was cutting R38 in a single pass without compressing it. You will want to have a ceramic sharpener handy to keep the edge but it arrived as sharp as a razor.

will it cut bat/roll insulation?

This knife works great for mineral wool insulation. For fiberglass batt/roll insulation a snap blade utility knife works best
