Can the heel strap be tightened

It doesn't appear so but they're stretchy enough that it hasn't been a problem for me.

The strong plastic smell is overwhelming and toxic. Can you recommend how to treat the plastic to get rid of it?

Dear Customer, Thank you for your inquiry. We recommend placing it in a ventilated and cool place for a few days. If you have any further questions, please feel free to contact us. Sincerely Beister Customer Service
