Does this dye work on cotton/poly blends?

I believe it specifically says 'No" polyester, including a cotton poly blend. The cotton will accept the dye, the artificial/manmade fabric will not. There are dyes on the market geared towards this fabric blend. Check Dharma Trading here on Amazon. I Know they make a dye for this.

Can I use this to dye a cotton shirt that is already dyed to refresh the color?

Certainly. Follow great directions- I overdyed cotton yarn with great results

How many hoodies will these jars dye?

It all depends on the size, thickness, and technique used. Ice dye process yields a Much more vibrant fabric. It also required more dye. The set that I bought here on Amazon, dyed 5 white t-shirts size 3X. There was enough dye powder left in all but 2 jars to pass on to my friend. I used the ice dye technique, where you dampen, fold, sprinkle with dye, then add ice on top. VIBRANT, VIBRANT, VIBRANT
