Can a 8 year old wear this helmet?

No an 8 year old couldn't wear it. However it could fit on a small cat :)

is the logo a sticker?

Logo is a sticker but it is embossed on helmet. It is "sort-of" raised. It is a really nice helmet.

Does the mini fit on an 8 yr. old head or is this just a toy?

It's more of a toy, and for display on a desk. However, I did put it on my pug puppy's head when he was 2 months old. Of course puppy was 3.5 pounds at the time.

Will it be good for a birthday cake decoration?

The helmet may be a little large to put on a cake for decoration.
