Can this be used before heat styling?

As long as you allow it to dry first It is the only hair spray I would consider using.

Is this good to hold curls?

This is a soft hold hair spray that allows you to keep some movement in your hair. If you need a firm hold, I would recommend Chi XF Magnified Volume (in the purple can) as it will be better for holding curls. Hope this helps!
