What are these made of? Thx

It doesn't list anything on the box but they feel like a rough paper towel. I tried them to see the difference between these and Swiffer, go with the Swiffer. These didn't do anything but push things around.

It says not to use them as wet pads, but why?

They are designed to be used dry and they will not function effectively if used outside of their design functions. In much the same way, a Kleenex is not designed to clean up a large spills (for example), they simply were not designed for that. You will be better off to get a “wet” pad designed to be used that way.
