Do these goggles fit over prescription glasses?

They actually fit very well. Now if you have some of those "special looking - bug eye" glasses, they may not fit, but for your normal prescription glasses these should work well. I saw in the Amazon description that they list the size of the glasses that these will fit over. They are large enough to fit over your glasses without adding pressure to your face from the glasses. The rubber/silicone gasket that seals around your face is great for keeping dust out, as well.

Will these work with 3m half facepiece reusable respirator?

Goggles very good. They fit easily over my prescription sunglasses. To use with item you ask about I do not know the answer. Amazon very good on returns so I would consider ordering to see if they work. Good luck.

Tough to answer but it fit so well I think and has such a good pliable face seal I believe it would work for you.
