Can this be used for hand embroidery?

I would not use this for hand embroidery because the problem I see is that the backing is paper and the inside is sticky self adhesive glue trying to put a needle through it would be hard. The amout of pressure you need to do a beautiful design with a needle would require a sewing machine!

does this dissolve in water or when washed?

It is kind of tearway embroidery stabilizer which means that it is removed by torn away. It will not dissolve in water.

Will it keep material from puckering doing had stitched embroidery?

That’s the purpose: preventing puckering. Hoop securely & tick project on sticky surface. For hand work, don’t put pressure on work to stretch the project.

New to quilting...how is the fabric applied to the stabilizer?

Are you embroidering? Are you using a quilting square of fabric? I am answering from a machine embroidery perspective. Fabric is placed on the sticky self-adhesive that has been placed on a fast frame or within an embroidery hoop. The fabric sticks to the stabilizer. thanks.
