Will this work with a single phase motor? My drill press motor can be hooked up for 120v or 220v single phase.

No. This model runs on standard 115vac single phase household power and generates 230 vac 3-phase power for 3-phase motors. In general, variable speed drives do no work for single-phase motors. Single-phase motors usually use a starting capacitor and centrifugal switch to simulate a rotating field for starting. If you slow down a single phase motor, the centrifugal switch will try to reactivate the capacitor.

Will the voltage step up from 115 to 230 change the power output of my motor?

The L510-101-H1-U variable frequency drive is rated for an output current of 4.3 amps for a 3-phase motor rated at 220Vac. As long as your 3-phase motor has a current rating of 4 amps or below for the 208-230Vac voltage range, the drive will be able to provide the proper current to the motor to maintain the motor’s rated torque and power. This drive will require a 100-120Vac single circuit rated for a minimum of 19 amps to achieve the 4.3 amps of 3-phase current for the motor.

Can i toggle between foreward and reverse using just this vfd? Or would it require an external drum switch?

The drive does not have a built in FWD/REV tactile push button, however, an external drum switch can be wired to the VFD programmable terminal strip on board and the drive to be programmed to accept the external signal control.

Can this vfd run a piece of scientific equipment that uses a three phase stepper motor and uses one of the three-phase legs to run a pc / instrument?

This is NOT a recommended use of this (or most) VFD's. They do not provide a clean sinusoidal waveform as expected by a PC or instrument. In addition, the output of the VFD relies on the inductance of the motor as part of its output circuit.
