How can you mount it on a non-Topeak bike rack?

Topeak sells a track adapter that you could mount to your existing rack. That's what I did on my e-bike as it came with a rack with built-in battery. The adapter now lets me use any MTX bag/basket.

What is maximum dog weight for this basket?

The racks by Dutch Dog Design are created for your dog and MUCH safer for them.

Does it fit any topeak rear rack ?

No. It is only compatible with MTX QuickTrack rear racks, the basket uses the Fixer6 attachment to slide into the MTX quicktrack

Would this clip to the Ibera bike rack?

No. It fits the MTX line of racks. Be aware that this basket is pretty tall. It also sits pressed right up against the seat if you have your rack set level. The cutout on the front helps a little but my rear end felt the basket for the whole ride :-)
