Is this disconnect suitable for outdoor use?

Unfortunately, this model is for indoor use only. The model you would want is HNF363R or a Nema 3R type disconnect. Nema 3R is the designation for weather proofed electrical equipment where Nema 1 is for indoor use only.

Since this is non-fused, can it be wired backwards so the line connects at the bottom and load at the top?

UL98 makes no mention of reverse feeding. Fused safety switches cannot be reverse fed since there would be no way to change the fuse (always energized). HNF363 is non-fused so this is not a concern. The word “Line” is embossed at the top of the enclosure but there is no "Load" marking which can be interpreted to mean it can be backfed. However it still poses a possibly dangerous condition. Consider safety signage on the device at the direction of the engineer that says “Voltage present on load side when switch is in off position” just to alert personnel of a possible hazard. The local AHJ would also have to approve.
