Can apple barrel paint be used on a child's cranial helmet for decor?

No, Because the helmets are made of plastic. Plastic does not allow water based product to bond (soak into) to it.

Do I have to prime an already painted surface before using?

If the Surface was paint with a water based paint before using this paint no you will not have to prime.

is there a difference between Apple Barrel's acrylic paint and the quick drying acrylic paint?

I'm not 100% sure; but in my experience, most water based paints dry fairly fast. (Including this one) I used this paint to paint my daughter's dresser and I did not have to wait for it to dry to apply the 2nd coat.
