Why isThe inseam says long but it is not

They do have a pretty decent inseam, and have a long waist too which let's people have a longer seeming inseam if they wear their shorts lower on their hips.

how do they fit over the belly? I am a very big guy around the mid section. I like to wear my shorts over my belly.
