How big of a circle will it fit?

That's an interesting question, given that the larger the circle, the less likely it will fit into the tool. Based on what I would consider to be worst-case fit, I would say that you could accurately find the center of circles up to about 18" in diameter (45.72 cm).

What is the smallest diameter rod you can measure? Can you find the center for a rod that's as small as 1/4 in diameter?

I don’t know how small it will go. But I will say that you had better check it close. Mine was off a quarter of of an inch off. I fixed but should not had too.
