Will this fit properly for head size of 23?

Probably so. I bought it for my 10-yr old grandson to go w/ Confederate uniform I made for him for Christmas. His head measures 21 1/2", and the cap is a little big. He wears it and loves it; it's a very nice, authentic-looking cap.

Does confederate hat fit adults

It fits my head. However this hat is made really cheap. If that’s what you want that’s what you will get for about 40 dollars from a sutler you can get a real hat.

Is it made for a child's or adult sized head?

It depends on what size head the adult has. I never measured the inseam it fits my head 6 7/8 .its more of a costume type hat one size fits most.as it wouldn't be up to snuff for reinacting
