will the ramps clamp closed when folded.? I had some ramps that would take your fingers off because they would not fasten in closed position.

No they do not but so light I have never had a problem with that, I am careful when folding them up.

Not sure what you are asking? Wheelchair ramp? Would work, but a bit unsafe. More information needed to give an answer.

Can I use them as a ramp to change my blades on my lawn mower?

I would say it's possible, but not the safest thing to do. One, you're under the mower; two, you have to torque the nuts holding the blade. My old Air Force training says, don't do it.

Can you use these to load a riding mower into a UHaul?

I see no reason why not. I use them to load a cub cadet with 46” mower deck into a Chevy Silverado 4x4 pickup truck.
