Get neoprogrammer and watch a YouTube video on installing and using it. Works well for me.

What software does it use?

Neoprogrammer. Works well for me. If your chip is not supported, edit the chiplist.xml file with a text editor with some chip that is similar. Worked well for me using the SOIC8 ZIF socket on two types of EEPROMs, and burned a lotxof chips successfully.
