Would it work 20 feet up?

Yes it will work at 20 ft. A little cumbersome the first couple of times. After you learn it, it is easy. Very comfortable.

Is this seat safe for elevated use if a safety harness is used

I wouldn't, it swivels to much to be elevated.

Can you lock the swivel function?

I have not figured out a way to lock the swivel function. I must admit...the swivel action can be annoying and I have tried to stop it.

Is the seat water proof?

No. The molded foam on top repels water but will absorb with a heavy rain. However, the seat cushion is easily removable to carry in and out of the woods.
