Can I fit a thin A4 binder in this?

Hi Casey, luckily I have an A4 binder to hand (small 1 inch spine) and I’ve just tried it and there is no way it will fit in. An A5 which is half the size of A4 will fit in perfectly.

Does it fold flat for storage?

As it's made of fabric, it certainly squashes fairly flat. I store mine in a drawer during the winter.

Is the front flap easy to secure or fiddly? Also do the side pockets, which just show as flaps, have a means of securing them?

The side pockets have magnetic clip buttons and so dies front flap. I have no issues securing. I’m very happy with bag.

I can’t remember it actually saying it was waterproof, but I have several Kipling bags and have been out in the rain with them no problem - but I’m not talking about a downpour here! Which may be very different.
