How do you charge the battery?

Good afternoon, The John Deere Farm Tractor and Trailer, model number IGCD0522, is made as a pedal or chain driven unit. This unit is not motorized and therefore would not have a battery to recharge. I hope this is helpful. -Tonya

Our 23 month is not quite able to pedal. Can he use his feet to scoot around on this until he’s ready to peddle?

The tractor is rated for 2-4 year old children. If the child's feet would reach the floor, he may be able to scoot it around.

This is a fun tractor for a little person. Remember that you have to put it together. Getting the trailer attached to the frame is HARD so you will need to put your back into it but it will go on. DO NOT exceed the weight limit of the trailer it will not hold a child but a bunch of stuffed animals will fit just right. This will last a long time.
