Is it waterproofing pls?

i doubt these flags are waterproof or good for anything,they are low-ball garbage,do not waste any of your hard-earned money,amazon should of deleted this item ,the product information on the item page was FALSE

Can the individual pendants be moved/adjusted?

No. They are all attached to the white string. This is a HUGE and LONG string of pennants. I highly recommend it for the money!
