This is the old 769 Damp Proof Red Primer in a new lead free composition
The navy uses this stuff to paint the steel hulls of ships. It used to have a secret ingredient which was fish oil to stop the rust, The new formulation is just as good and it really stops rust in its tracks, just wire brush the surface the best you can and paint right over the rust. Its a slow dry mix so it has time to sink into the rust and block moisture from penetration.

Price gouging
This is great paint, but price on Amazon $28.00 for 1/2 pint is equivalent to $112 /quart, or about 5-6 times the price at my local ACE hardware store. Don't buy at this price.
