How to clear cloudiness when too many ounces was put in pool ??

Just let it cycle through it took 36 hours of non stop cycling to clear.

Does this bottle have the measurements on the side like some others do for easy application to the pool?

No it doesn't. Probably because it's set up for pools and not a spa. I just pour it in and check the Ph with my spa check kit.
