Yes it does dry. You apply it with water but it will dry in about 30-60 seconds depending on the consistency you create.

How much would you need to cover the body of a someone who's 5ft 6 tall and about 132 lbs?

You wouldn't need more than one container. It doesn't take much to cover any area. It's an amazing product.

Can this be mixed with other paradise pigments? I am looking to use this as a base for a sea witch costume.

I don't see why not. Personally I would "layer" the colors as opposed to mixing them.

I have dark freckles on my face and pretty light skin. Will the white cover them well or do I need to use another method to hide my freckles?

So I have quite a few random freckles on my face and I find as long as you are using even layers and not loads of water to create more of a foundation/cream consistency it works well for me. I find its buildable and won't crumble in little balls like other paints. I always use a brush to spread and a sponge to soften. To be safe I apply two layers in a bright light/natural light. If you have a setting powder that can go over it once it dries definitely do that.
