I have a 36 inch waist what size would I need

Maybe large I don't know get the size you normally get and size up if you think spandex is too tight. These are tight but fit great as outerwear

Are you supposed to wear this with underwear underneath or are can these be used as underwear too?

My husband (the wearer) says no underwear underneath. They are compression shorts and are supposed to be worn right against the skin. He says they are comfortable and they keep everything in place.
