does this come with the reed valve inside ready to use?

I can only assume that there was a reed valve inside as I just installed it on the moter, and it worked. I didn't open it up. I guess my answer to your question is "I don't know". Sorry

You need to find the engine number to verify this. Mine is on the metal shroud that covers the fins on the head. it is stamped into the sheet metal, so is not so easy to see. You may not have a motor that is going on 30 years old, so your engine number may be somewhere else. A company like jacks small engines can help you once you have the engine number.
