Does the mixer top have a built in strainer?

Yes, the cocktail shaker has a built-in strainer

I ordered this back in March and it was "undeliverable" but I was not offered another attempt to be delivered or a refund. What do I do???

Go back to your order and ask for a refund also review it that it was never delivered and no money was given.

Does it come also with a bamboo cutting board?

The Mixology bartender kit includes a small bamboo cutting board that can also be used as a serving tray.
