What is this coated with?

I don't know what the coating is, but whatever you do, DO NOT, try to season this thing in the oven. Being cast iron I thought I would oil it up and season it like all other cast iron pans I have. Whatever the coasting is leeched out and is a sticky mess and I have scrubbed and scrubbed and cannot get it clean. It's headed to the trash can or recycle bin.

I just got mine and the dough is sticking to the parchment paper, and too much pressure is required to press. anyone else having this issue?

Can’t speak to the pressure issue, but the parchment paper rounds that came with this isn’t very high quality. If you switch over to store-bought parchment, the sticking issue goes away.

Is this coated in paint? I had bought another press where the paint comes off...

No, it is not coated in paint. It is seasoned cast iron as advertised. I love it! Perfect pressed tortillas every time

Yes it is cast, just like the base, and hooks on with a bolt and nut through the base.
