Will these fit over rope lights?

I doubt it. The rope lights I have seen around around 1/2" - 3/4" diameter. The largest diameter piece of this tubing is considerably narrower than that.

How well would these hold elastic strings? Would I be able to pull the strings apart or out?

Yes it is meant for covering wire that has been soldered or put together with a connector.

Would these work on wire eyeglass bows to prevent chemical reaction between the metal and the skin?

Yes! I put the smallest size on my very thin metal eyeglass temples. They shrank perfectly using a butane lighter, are barely visible, and now my temples are no longer irritating my skin! YaY!
