It is not oil, more like concentrated liquid flavor.

Is this a concentrated extract or artificial flavoring? If not an extract, will it mix with alcohol? (I'm making mouth wash)

Lorann sells artificial and natural wintergreen flavor. I use the artificial for hard candy. I tried the natural once and we didn't like it for hard candy. I would check with Lorann for your best option for mouthwash.
