Is this a gel? Is it the same as the RS2 Rosacea Line - RS2 Concentrate?

Yes, its the same. Its a serum, non greasy one, not a sticky gel. Its quite nice and absobs very fast on my skin, a small amount goes a long way. Hope it helps.

Is this a moisturizer

Yes. It is. It is not a cream, however, if you prefer that. It goes on light and a little bit goes a long way which is good to know because of the cost. A little bit on tips of two fingers will do whole face. I like Ligne Rose RS2 care cream for creamy moisturizer. If you do not have rosacea, there is always soothing sendidtive skin cream too. Good products.
