Will this work with a Cisco 7900? And is there an option for just over the ear rather than over the head?

No option for over the ear only. Don't know if it works with a Cisco 7900.

Does the unit have mute/volume controls?

mute/volume controls are not physically on the headset but are controlled by the device it is connected to.

Will this headset work with NEC phone systems?

Not sure, bought mine for a Meridian phone system and works great, It comes with several different connectors and indicates you can try the different ones to work with your system.
