What is the difference between the plaster, the mold and the casting powders, which would be the best to use in ballon projects?

The mold is used to make the mold of something with, the plaster & casting powders are what will fill the mold. I believe the plaster would work best for balloon projects. Just don’t make the plaster to thick or to watery.

What is the set time on the cast? I’ve tried one that sets in 2 minutes and one that sets in 4 minutes. Both serve a purpose.

This molding material sets up in about 3 minutes.

I'm trying to create a fin that is missing on a plaster statue. can i use and then pour epoxy in it to create? can i create the mold with this?

I know this mold will work for making a plaster statue or figure. I have t used epoxy. I think it would stick to this type of mold but I don’t know for sure. You could try it but I don’t think it will work with this type of mold. I would use a molding putty.
