Will it fit my 1 month old that is under 7 lbs?

These diapers are designed for 3 months old to 2 year old age range. It may be a bit bigger for a 1 month old.

Do we put on a regular diaper underneath?

No, only use the swim diaper in the water. It is meant to catch BM’s, but will do nothing for urine, so keep that in mind if you are transporting the child in the swim diaper

If baby poo is not quite solid in consistency, do these still work?

The first time my son wore his he did poop in it.(not solid) It did not leak out.

Do you think it will fit my 2 year old? He's a big boy, wears a 4T and is in size 7 diapers. It's hard finding something for water play!

No I don’t think it will fit. I feel like it is tight on my daughter and she’s not 2 yet and wears 18-24m size clothes.
