Yes, with roll 6-5-4-4 you could move three goats up one level on mountains #6, #5 and #8. The rules say you can group your four dice however you like. As for rolling 6-6-6-6, only the goat on mountain #6 could move up as many as four times. If you reached the top and had any of your sixes left over, those earn you a six-point chip on top of that mountain, if there are any left.
