How does the tester turn power on? doesn't an atx power supply require a 'signal' from the mobo to the ps so that it turns on?

The MOBO 20/24 pin and the 4/8 pin need to be plugged in at the same time for power supply to activate.

Can this be used for proprietary Dell “8pin” motherboard psu’s?

It depends on the wire configuration (yellow and black). I believe this will test an eight plug with four yellow on one side and one yellow and 3 black on the other side. Keep in mind the 20 pin plug has to be installed and the power supply turned on.

What does it mean when the ps-ms area reads zero and keeps beeping continuously? everything else reads ok tho. am i good to go?

Could be for Continuous Beeps - Memory or Video Failure. If you are just testing Power supply, it maybe defective. If its the PC itself, you should have your hardware tested. There is various hardware testing software tools out there to assist in that. Would need more info to go on to answer your question fully. Well if you are in Florida near us. The jumper is internal to th tester. the PS turns on when the 20/24 pin connector is inserted. That's why this connector needs to be on when the 4-6-8 pin connectors are tested.
