Will these replacements work in Zanes cat toy?

They should work. Yes. However, that cat toy is not worth buying as the butterflies don’t last and then break into harmful pieces. Save your money. Or return it.

Will these fit the whisker city® spinning swatter cat toy?

I don’t know if they will fit that particular toy. However, even if they do, I wouldn’t waste the money on these because they do not last more than a day at most. I had ordered 2 packs of them and returned one after realizing what poor quality they were. I don’t know what changed, because I had ordered these before and they would last for weeks even months before needing to be replaced. These would lose the butterfly within the first day, sometimes hours of replacing it, leaving nothing but a dangerous wire sticking out. Sadly I had to stop letting my kitties play with the toy because I can’t find the refills anywhere else.
