If this gets on the car will it harm the finish?

The words painted on my engine cover did not strip off. It just loosened the grease so you can was down the engine. Your paint should be safe.

Will this stuff eat my fan belt, and electrical wires?

Really solid question - I would definitely try to keep this away from the fan belt, but since most of your electrical wires are likely higher gauge, on the thinner side, this stuff shouldn't sit on there long enough to damage the insulation on the wires (it will evaporate away first). The plastic the insulation is made out of is pretty tough too, so again, low risk with the electrical components. With all the grooves and places for this stuff to pool on your fan belt, however, it will be able to sit there longer and seep into the belt and almost definitely weaken it.
