I have a HP envy-4 laptop screen's backplate separating from the hinge. Will this be useful?

probably not this is for putting plastic models together and not for being real strong like you will need for a hinge that will be moved and used a lot. Try some epoxy,or supper glue.

no it is not odorless strong smell.

Will this work to hold rc helicopter propellor to the base? my son has a syma helicopter and the propellor keeps detaching at the plastic clips

not sure but try spot glueing to see if that works. just might still be able to replace propellor if needed. try NOT to over glue it.
