Even though this is not it's intended purpose, would this function in an emergency as regular thermal paste for an older core i3 processor?

No please do not use K5 PRO as a normal thermal paste. It is very viscous so it will increase distance between CPU and heatsink and you will not get good results.

Would this work for safety?

Not sure what you mean by "work for safety" so I'll just assume you meant "is it safe to use? " or "does it work?" The answer is yes and yes, it is not electrically conductive and it is meant to be used as a thermalpad/goop replacement (it is not intended gor CPUs, If you use this on a cpu it will thermal throttle and can damage the cpu). I used this on an Asus ROG gl751 when I replaced the motherboard, had to use this because Asus uses thermal goop instead of pads and this worked fine on the power delivery components.

How much should you actually apply for a laptop? There video shows them just globing it on? Ive used it once but think i used to much.

My understanding you want to use enough for it fill in the gaps or basically kinda like when you make a jelly/ peanut butter sandwich and when pressed the stuff together and it spreads means you put enough. From what been said you can just glob it on also just not use it for the CPU/ GPU chip.

I think you should be able to ask Linus directly or the company. Iv uses it on my GPU when I went water cooling

Hi, i own a gaming laptop. the gpu temperature is still high after repasted. can i reduce the temperature if all of the thermal pad replaced ?

Yes you can use k5 thermal paste to replace your thermal pads and is non conductive I have used it on my GPU RX6700xt I repasted my gpu with GLid thermal compound and used k5 to replace my thermal pads and temps are now around 60c full tilt not under load it easily sits at 32c hope this helps
