Where is this tool made

not sure but it broke. buy the paladin one . cost a little more but its way better made trust me .

Does the punch down tool come with the ability to punch down without cutting the wire?

Can this cut cat7 wires?

Cat7 is not an official TIA standard, so there can be variation between different brands of cable. That being said, this tool may not be able to cut it out of the box. I had to do some hand sharpening before mine would reliably cut Cat6.
