Is this for a left-handed or right-handed stock?

It's an ambidextrous attachment. For right handers, insert the attachment bolts from the left side. For lefties, insert them from the right side. This keeps the adjustment knobs out of your way.

How easy is this material to manipulate? if i boil it is it pliable? can i cut it or roto tool it? can i stiple it with soldering iron?.. can i sand

It is pretty stiff but that prevents buckling when bending over top of comb. Not sure about heating to mold it but I think it would respond - either boiling or heat gun. It will cut with fine saw blade or roto tools for trimming. Not sure but I think it could be stippled or faux-checkered with hot wire or fine/ thin soldering tip. Not sure why you would want to sand but if it was to smooth a cut edge - yes.
