How long does it last on the tire?

It last longer than other products. I don't recall the time, maybe two weeks. It leaves tires looking good. I tried Griots, waste of money.

Could I use this to "perk up" my black rubber door mat? Considered replacing, but the new ones are junky. Mat will be INSIDE our building.

I would not, I wish I could use this on every surface but I have to use multiple products. First this 3m is a good product but I use weather tech Protectant for floor mats on indoor floor mats with no slippery problems. Rub in well, give final wipe and let dry. It keeps shoe mat looking good and easy to clean. USE 3M ON THE TIRES FOR A NEW MATTE ORIGINAL NEW LOOK

What do you think this product will do for a large black hood decal (sticker)?

Obviously I don't know... I have a carbon fiber wrapped hood and it does a really nice job on it, I never used it on decals(i dont have any). I think it might do the job too. Just make sure that you aply the product when you car is cold. Like early in the morning or at dusk. If your sticker is a 3M there might have no problems.

Does it protect against uv rays?

Since they don't state that it does, it very likely does not. If it did, they would advertise it.
